GENICHESK. TAVRIA. Reuters quoted WSJ as saying that Russian President V. Putin did not order the assassination of oppositionist A. Navalny (he was included in the list of terrorists and extremists in Russia).

Putin called Navalny's end "sad", and also said that he was willing to exchange Navalny on the condition that he never return to Russia. The Kremlin denied any involvement in the politician's death.

The U.S. intelligence service also concluded that Putin was unlikely to have given the order to kill Navalny.

"The U.S. assessment was based on a range of information, including some classified intelligence, and an analysis of public facts, including the timing of Navalny's death and how it overshadowed Putin's re-election in March," the article reads.

This position is held "within the intelligence community and shared by several agencies, including the Central Intelligence Agency, the Office of the Director of National Intelligence, and the State Department's intelligence unit."
